Many
people think "Garci" is Virgilio Garcillano, a commissioner
at the Commission on Elections. He has quite a record. Columnist
Max Soliven claims that when Garcillano was in high school in 1953,
he was accused of rigging the elections so that he became class
president. There's no record on whether or not he failed mathematics,
which would have made it clear he was DESTINED to become an election
commissioner. During Martial Law he was involved with several rotten
elections held under our dearly beloved dictator Ferdinand Marcos.
You think we're making this up, aren't you? Anyway, while there
are strong grounds for believing THIS is the Garci who's the phone
pal of "Ma'am", we believe we shouldn't be in a hurry
to rule out other possibilities. |
